Shutesbury Board of Selectmen Monday, January 11, 2010 Meeting Minutes Members present: Chairwoman Elaine Puleo and Al Springer. Also Present: Town Administrator Rebecca Torres and Administrative Secretary Leslie Bracebridge, recording. Guest: Former Selectman Debra Pichanick. Meeting opened at 5:00 P.M. Topics 1. Selectmen agreed to schedule a dog hearing following a complaint concerning Leonard Road resident Steve Marglin’s dog confronting a jogger. Since this is not the first complaint and since Selectmen have previously sent a letter of concern which was followed by Mr. Marglin pledging to Town Administrator Torres that he would never let his dog loose, a hearing will be scheduled for January 19 or February 2, whichever date that Mr. Marglin is available. 2. Planning for DEP Boston/Springfield meeting on Thursday: 1. Fire Chief Walter Tibbetts: No matter what the process, we must have constant access to the emergency apparatus and the emergency apparatus must be inside a heated building at night in the cold winter to keep freezing temperatures from causing damage. 2. Does the Department of Environmental Protection (DEP) have an overview of how this will work and will Shutesbury have any say in decision-making? Will we get to help with the selection? 3. Will the bids come in as varied as for the Shutesbury bid process? 4. How frequently will Shutesbury get updates on progress? 5. How much of a presence will DEP have on-site? 6. Will Shutesbury need to sign something on Wednesday? 7. Who will take care of monitoring the booms and removing the spent materials? 8. General time-line: When will it start? How long will it take to do everything? Will it finish? 9. Are we taking it to drinking water quality or just to non-hazardous quality? 10. We can ask Licensed Site Professional (LSP) Alan Weiss what tests he has done recently. We will also ask DEP what should we be doing and what can wait until DEP takes over the project? 11. Can DEP tell us anything about the town’s financial responsibility down the line in either amount or in time. Becky hypothesized some answers based on previous conversations with DEP officials: * DEP’s Ben Fish will write up the specifications and put it out to bid. A low bidder will be selected and DEP will be in charge. * DEP will let us know what is happening. Al: Springfield officials voiced empathy during his and Becky’s Springfield visit, for how much it was going to cost. They really want to help. Becky got results back from the boom waste. It was classified as non-hazardous with a flash point above 200 degrees. The barrel was $135 to get rid of plus $375 in transportation charges. Licensed Site Professional Alan Weiss will combine a visit to the site with the Thursday 1/14 meeting with DEP. Select Board Action Items 1. Selectmen signed routine letters to Democratic and Republican Town Committee Chairmen for lists of party members from which to appoint election officers and for the Board of Registrars for the coming year. 2. Selectmen unanimously voted to approve the open meeting minutes of January 5, 2010 as written. 3. At 5:58 PM, a motion was made and seconded to enter executive session for reason 3 and not to resume open meeting: Springer – aye, Puleo – aye. New Topics 1. Previous Select Board member Debra Pichanick inquired, “Why were insurance cards asked for at a free flu shot clinic?” It is free to the people getting the injections, but there were costs to the town, some of which the town might be able to recover. 2. Selectmen signed a response letter to resident Jeff Lacy’s letter of concern regarding the degree of snow-plowing conducted, and amount of sand and salt used in Shutesbury. 3. Becky distributed copies of the power-point presentation of the Regionalization of K-6 meeting. The Regionalization Committee did not come up with a recommendation and will meet again in 6 months. 4. Fire Chief Tibbetts reported that we will now have an on-line burning permit application ready to go for the up-coming January 15, 2010 burning season. Residents will still be able to call. He will describe its use for residents for the January town-wide newsletter. Next meetings: Planners from Franklin Regional Council of Governments are meeting with the Energy Committee to work on the Green Communities Action Plan tonight at 7 PM and the Select Board will meet with the School Committee and Finance Committee meeting on Tuesday, January 12.
