Shutesbury Board of Selectmen December 23, 2008 Meeting Minutes Members present: Chairman Rebecca “Becky” Torres and Al Springer. Absent: Ralph Armstrong. Also Present: Town Administrator David C. Dann and Administrative Secretary Leslie Bracebridge. Meeting opened at 7:00 P.M. Appointments All appointments were cancelled except the following: Selectmen met with Sarah Clark representing Thomas and Charles Clark, owners of Clark’s Auto Wrecking, 161 Pratt Corner Road, to renew the annual Class III license to buy, sell exchange or assemble second hand motor vehicles or parts thereof. Sarah reported that business is slow. Selectmen unanimously voted to waive a public hearing in accordance with MGL Ch.140 Section 59. Should Selectmen decide to hold a public hearing in the future, it would be done in the spring of the year after open dialogue with the business. Selectmen unanimously voted to sign and release a license to Thomas and Charles Clark a class III license for 2009. Topics 1. No C.P.A. appointments were made as was listed on the agenda. 2. Comp time was not discussed, as listed on the agenda. Select Board Action Items 1. See Sarah Clark appointment above. 2. No previous minutes were approved. 3. Selectmen signed vendor warrants totaling $236,685.44 and payroll warrants totaling $87,725.58. 4. Selectmen unanimously voted to sign the Community Development Strategy as amended at the December 9, 2008 meeting. 5. No MRF grant was signed for recycling. New Topics 1. Selectmen unanimously voted to discontinue the State of Emergency originally declared at 2 AM on December.12, 2008. There are no updates at this point on the FEMA or MEMA funding. 2. Natural Heritage permitting requires that refilling the Lake start no later than January 31. Additional concrete pours are needed and the weather is too cold for the concrete to set properly. David and Al talked with Contractor Paul Triosi regarding a new unit available for keeping fresh poured concrete warm while it is setting. The unit would cost $2400/week to rent and would be needed from 2 to 3 weeks. The total estimated cost of the equipment rental and heating of concrete is $6,000. $5,600 is also needed for additional concrete for an additional cap, not in the original specifications, and which has already been approved by Engineer Root. In summary: The three significant things left to be done before work stops for the winter: 3 concrete pours, bring in riprap on the Lake side of the dam, and re-install the trash rack. Additional stones will be brought in to improve the appearance of the liner. That can wait until spring. Selectmen unanimously voted to authorize additional work orders in the amounts of $6,000 and the $5,600 for a total of $11.600 to come from the $150,000 approved by Town Meeting to come from the Stabilization Account.
